UNWTO Handbook:

Tourism Congestion Management at Heritage Sites 2005

As a response to the growing threats of congestion at many historic urban centres and sites, UNWTO commissioned a small team lead by Jean Louis Luxen, to prepare a practical handbook for tourism operators, city officials and heritage site managers, to develop their own policies and programmes to more efficiently manage visitor activities and optimise their experiences of the destination.

Graham Brooks was the coordinating author of the final Handbook.
